In Poland, the Solidarity movement pressured the Communist Party to hold open elections, and Solidarity won by a large margin. They feared that the Soviet Union would become the next aggressive power in Europe. These efforts garnered wide public support for the plan. COUNTRIES UNDER THE MARSHALL PLANAlmost all European nations outside the Soviet bloc were members of the plan from the beginning. While the Allies supported the democratic ideologies of the Western nations (USA, Britain and France) the Russians proposed and enforced nationalization and collecti8vization. (Davies 1091) In 1985, Michael Gorbachev became leader of the Soviet Union.
