United Nations: Powerbroker or Toothless Tiger?The United Nations has given us the appearance that they are an integral part of the system of international relations; all they do is provide a central link in the chain of international organizations that are tackling global problems today. Furthermore, the United Nations does not play any other key role in tackling many essential problems that occur in the world. The United Nations has no real influence in the world; this is a result of their lack of structure in the Security Council and their poor reactions to events, such as Kosovo and Iraq. These events have given the United Nations the image as a toothless tiger; however, peacekeeping practices held tightly by the United Nations does give the tiger a bit of a bite in the global fight for peace. The United Nations does not have clout in the world, but in certain situations the UN has proven itself as real powerbroker in today's world. In the end, it makes sense to implement Professor Peter Wallensteen's suggestion that the veto is abolished and that decisions be authorized by a three-fourths vote (Pradipt 25). The permanent members of the Council are in practice those who can participate in enforcement actions but who could also hinder the implementation of such actions, as clearly shown in the Gulf War. The United Nations, because of the largely used veto power, could not do much to aid the people in Kosovo, because Russian and Chinese opposition to military intervention in Kosovo would have blocked action by the UN Security Council. The reason it took so long to help Kosovo was the Council's inability to decide whether they were justified in a humanitarian intervention (Mingst; 11). As a result of the of just two countries disagreeing with intervention in the Kosovo crises the United Nations could do nothing but sit back and watch NATO take over. This veto power could leave the possibility that a government could use its veto power to act as a judge in its own case. IN Srebrenica, Serbian forces would invade the safe areas and kill every living man they can find. The resolution did not explicitly threaten the use of all necessary means; NATO interpreted this as a legitimization for the use of military force against the FRY. If one looks at the few times when the United Nations peacekeeping missions were successful, one would think that the United Nations is a very worthwhile organization. In a unipolar world, we will have to wait and see what sort of decision the UN makes regarding the situation in Iraq. The help of the Secretary General Perez de Cuellar achieved the resolution between the two countries, with his help, he secured the cooperation of the two countries to stop the fighting and settle their differences. In August of 1988 with the passage of the Security Council's Resolution 598, Iran and Iraq agreed to a United Nations supervised cease-fire in the two countries' eight-year conflict, which had produced immense casualties and damages to over one million people. In general, the council is in charge of implementing the peaceful settlement of disputes and may consider any action viewed by any of the members as a threat to peace, and is subject to investigation by the Council. The founders of the United Nations knew that when they were creating the United Nations what they were establishing was not going to eliminate war altogether but it was believed that by creating the United Nations it could be used as a mechanism for maintaining international peace and security. Peacekeeping is what gives the United Nations such a positive image in the world.
