In a land stricken with corruption and a sinking economy, 1985 had the potential to be a dramatic and drastic turning point in Soviet Union history. Mikhail Gorbachev became the Soviet Union's general secretary. From 1985 to 1991 Gorbachev instituted many reforms in an attempt to restore the U.S.S.R. to its elite stature. However, one by one his reforms fell and eventually by the end of 1991 the Soviet Union had disintegrated. Gorbachev came into office with a vision of a revitalized Soviet Union. Gorbachev's valiant and unprecedented effort to restore the Soviet Union and bring around an acceptable form of socialism ultimately failed. Gorbachev attempted to keep up with much of the western world. The reformers' inconsistency and inexperience ultimately led to its failure. The prime example of this was the reform to reduce alcoholism in the Soviet Union. Furthermore, Gorbachev pulled out all the Soviet troops from Afghanistan, ending a nine-year struggle. The task of completely turning all aspects of a nation around proved to be too daunting a task. Gorbachev improved foreign relations with the west by agreeing to many terms that would bring an end to the arms-race between the Soviet Union and the United States. Shutting down of breweries and increase in fines only led to desperation by alcoholics who resorted to drinking harmful chemicals. Domestically, Gorbachev's reforms theoretically would improve society; however, the cons outweighed the positive aspects of the reform. His reform called for a reduced roll of administration, with more emphasis on productive units with the idea to increase production. Coinciding with the fall of communism in 1991, the Soviet Union disbanded, and Gorbachev's vision of a revitalized U.
