Should School Vouchers Be Used In Education Reform? Education Reform has been an important aspect of America's political identity for quite a long time. For far too long many children in this country received little to no education. This is a social disaster. How can this country have a future if its children are uneducated? Politicians and reformers have attempted to solve this social problem in a variety of ways. One such way, and perhaps the most controversial, is the school voucher system. Under the voucher system, students living in low income areas attending low income schooling would be given the chance to attend better schools, out of the area. The system works quite simply. Students performing very well in undesirable schooling situations are given a voucher by the government, paying for the school of their choice. The student may pick a public or private school and would be able to attend at little to no cost to them or their families. This area of education reform has been and remains a controversial subject among politicians. This study will determine the question: should school vouchers be used in education reform? Keeping the separation of church and state has always been an important ideal in American civil liberties, and if they are intermingled in the slightest form, trouble will ensue. The Heritage Foundation reported that of the 108 billion dollars spent on education by the federal government, 53 billion was spent on elementary and secondary schooling and about 27 billion was spent on Bush's "No Child Left Behind" (The Heritage Foundation). Starting in 1983, a transfer student program was designed called the Saint Louis Voluntary Interdistrict Choice. All in all the Teachers Federation believes that school vouchers are a bad idea all around. They attribute this success to instituting the choice for vouchers, but just because these places have improved, this does not mean the idea is correct at all. gambled on private schools not fully accountable to the public. In many cases it simply comes down to the belief structure that divides our nation on so many issues. As a result of Vermont's actions, other states began adopting similar programs. The fact that the first legislature passed for this purpose occurred in the mid 1800s shows how long the issue of education and government funding has existed and further elaborates on the scope of this social dilemma as a whole. Supporters of voucher systems claim that their point has already been proven. So, in theory this plan is set up to work, however many state officials are up in arms as to how their districts will pay for all of the standardized testing required to make this system work. Those in favor of school vouchers, namely the Friedman Foundation, claim that the Establishment Clause is not being broken by school vouchers. The NEA and the AFT believe education is the key to democracy and that 90% of our population is educated by this system. This voucher program did not, however, include religious education("Legal History of Vouchers"). These numbers are astounding and act as important evidence to show the magnitude and scope of the education problem in this country.
