All four of these kings realized that in order to make their countries grow economically and culturally they needed to move forward on their own. It was obvious which countries realized it was time to stick to their government because we see a decline in the economy of the countries that did not try to strengthen themselves. Because of this Poland experienced declining economic conditions. Instead of moving ahead with the other countries Poland stayed unadvanced which put them behind agriculturally and economically. With his minister Colbert, he carried out the administrative and financial reorganization of the kingdom, as well as the development of trade and manufacturing. He created a Senate and he was the first emperor to give his unlimited power a moral and political definition. Peter inherited almost absolute power. nd, the monarchs of France, Russia, and Prussia developed these features of the modern state.

The enormously diverse Kingdom of Poland remained an anachronism in the modern world. France was also undergoing an economic revolution. Exports were increased, and a navy, merchant marine and police association emerged. Their country remained unchanged while the other countries were moving ahead with new technological advances.

Therefore, while a variety of European countries existed, the truly modern states came to recognize that one government, one law, and one army were the keys to survival.
