To What Extent was Austria-Hungary Guilty of Causing the First World WarAustria-Hungary had been established by a compromise between the Hungarian nobility and the Habsburg monarchy in an attempt to maintain the old Austrian Empire. It was a multi-national Empire, and its political life was dominated by disputes between the eleven principal national groups, in an era of national awakening. Although the Empire was frequently upset by quarrelling between the groups. This internal turmoil was translated into an aggressive foreign outlook which culminated in the fuse of the assasination of the arch duke being lit in 1914. However is it fair to say that Austria also placed the powder kegs which this fuse led to or was the keg placed by a number of interwoven reason such as the alliances system, Great Power politics and the more traditional view of guilty laying at the door of the Germans.The Austrian Empire consisted of a number of differnet nationalitys, such as Serbs,Croats, Czechs, Italians, Germans and Slovaks. It was this great clash of cultures and religions which lead to the huge internal strife which envelopted the Austrian Empire. The Slavs in the the south of the Empire were turning to the new national power of Serbia. Therefore it is resonable to lay the guilty for war at the feet of all. This according to Fisher proved German guilt. Also at the Outbreak of War Britains massive fleet of Dreadnought Battleships was at it most pontent a good to to engage the German navy which Britain wished to destroy. Now it was the new Germany navy which worried Britain who relied on the Royal Navy to main it Empire. Serbia in turn was looking to the traditional Slav Homland of Russia for support this idea became know as Pan-Slavism. The reason for this was simply Austria could no longer mange its empire. It is for this reason that in 1908 Austria made the pre-emtive strike to take Bosnia to strenghten its possition agaist Serbia. A much more convincing argument can be put forward in the form of the of the 1912 War Coucil Controvercy this meeting of a number of hige ranking German military figures is much better proof of German guilt. Something which Autria wished to gain. However the programme was not written before the war but during it instead. With the removal of Turkey the influence of independent natioal staes on the boarders of Austria became greater and greater. Serbia could not agree to this due to the fact that it would challenge the soverige right of the Serbian government to govern itself. France wanted the lost provences of Alsace and Lorrie back from the Germany while Russia had it sights set firmly on the Turkish Strights.
