''CONSIDER THE FACTORS THAT MAY CONTRIBUTE TO THE IMPLEMENTATION AND ACHIEVMENT OF CLINICAL EFFECTIVENESS WITHIN AN IDENTIFIED AREA OF PRACTICE''In this essay I will be looking at the adult with Learning Disabilities. I will identify the factors that may contribute to clinical effectiveness in this area of health and social need. I will discuss the importance of collaboration between the health professionals and service users. Firstly I will discuses clinical effectiveness, utilising its relevance to the area of learning disability and to the barriers the service users in general come up against finally I will conclude with the relevance to collaboration amongst all professionals that provide the continuity of care. The NHS has gone through many changes over the last decade in its endless quest for effectiveness and quality of its service. One of which is the government's New Initiative 'The NHS Plan'. (DoH, 2000). Indeed the NHS Plan confesses that the NHS falls short of the standards patients expect and staff want to provide. Finally the team collaboration has worked well within the learning disability setting and it precedes an essential for multi-ageny and interdisciplinary responsibility. Their aim is that disabled people achieve equality to be valued and have the same rights as anybody else, particular when it comes to health. The plan for an integrated health has been designed to deliver safe effective and efficient forms of health care to patients. Primary cares NHS trust, and support workers work directly with the adults with learning disabilities in various community settings. Proposals are recommending to identify barriers to mainstreaming user led self management in the NHS and address these barriers in the first instance through existing national service frameworks and others that are planned such as that on long term health conditions PCTs involved in implementing National Service Frameworks. People with learning disabilities are amongst the most vulnerable and socially excluded within our society; the government identifies that this needs to change. One of the document's objectives is to enable people with learning disabilities to access a health service designed around their individual needs. Clinical effectiveness is a component of clinical governance, and has been defined by the NHS Executive (1996) as, "the extent to which specific clinical interventions, when deployed in the field for a particular patient or population, do what they are intended to do, i. However people with learning disabilities perception of what health is, can be diverse and for this reason may be ineffective when promoting health and therefore not meet the individuals needs. Such observable behaviours include expressive communication behaviours. A shift in attitudes and culture is needed from a negative to a positive view of clinical governance. This is particularly relevant to the elderly and disabled, access to care may have public health benefits in terms of mortality and morbidity reduction. The health improvement and modernisation plan (2002) states that "services are being developed to support people with learning disabilities to live active lives in local communities, which includes opportunities for being involved in local community planning.
