Thesis proposal: The Emergence of International Human Rights Regime in a realist worldLa plus ca change, la plus c'est la meme chose.*Recent developments in the international politics, which have both ceased and contributed to shaping prevalent, universalized norms, are of significant importance, upon pursuit of the study of human rights in an international context. Especially as a result of world wars experiences and in the euphoria of the uncertainty after the Cold War, the establishment of international human rights became inevitable, but the recent political developments and the anarchic nature of international national system challenged the international human rights regime. The main goal of this thesis is to show how difficult it is to establish an international human rights regime in a realist world which is basically run by realist rules of game. To begin with, the issue of Human Rights has occupied the international agenda for a long time, and naturally international relations literature has discussed this issue from different perspectives. One of the most important perspectives has been the analysis of Human Rights from International Regime perspective which indeed could hardly find its
Moreover, the 'consensus' inherent in the 1993 Vienna Declaration and Programme for Action is seen as a clear indication of the global commitment to universal human rights (Boyle 1995: 79-81, Donnelly 1999). In this regard, the aim of this thesis is to analyze how international human rights have been challenged in a realist world in which the basic rules of game are determined by realist priorities. Defining international regimes as sets of implicit or explicit principles, norms, rules, and decision-making procedures around which actors' expectations converge in a given area-issue of international relations (Krasner 1982). Similarly, taking only conventional state theory will make me narrow-minded closing the eyes to other elements of international politics. Moreover, if I can find the chance to reach Swedish libraries, I will try to use these libraries for my research during my stay in Sweden. In addition, as a student of international relations, I am really keen on the process of the internationalization of human rights in a world, which is mainly run by realist rules of the game. In the end of my research I want to give a comprehensive understanding and analysis of the ebb and flow in the international human rights challenged by the political climate in which the temperature is determined by state. However, the end of this period brought a vacancy in the sense that the international actors looked for a new inspiring momentum on behalf of which they would be able to act. Because of time and the fact that I will not attempt to drive a grounded theory as a result of research, I will use the Secondary Analysis of Data. Indeed, The European Convention on Human Rights has its roots in the philosophical tradition of universal rights, which stretches back to the Enlightenment of the 18th century and the French Revolution. In such a world, human rights have to be limited, truncated and reduced. Human rights can be traded off for more security, and ultimately security concerns trump over human rights. Moreover, as a result of my study I would like to contribute to the academic world, because I think my thesis might be very useful by studying from the international regime and realist perspectives which will prevent the study from being one-sided that is a serious problem in the academic world. Moreover, taking only one of the theories and excluding another theory will prevent me from a comprehensive understanding of international human rights issue, for example if the theoretical framework of my thesis is based only the regime theory, then it will be very naive disregarding the ongoing realties of world politics.
