Homelessness Today
One day as I was driving to my sister's house in Ravenswood, I saw an elderly man standing at the end of the off-ramp. The gentleman was holding a sign that read: "Homeless will work for food. God Bless." As I rolled to a stop, I rolled down my window and offered him my last five dollars. To my amazement the gentleman declined my charity. He said "god bless you miss but I will work for my keep." I told him that I could certainly appreciate that. I then inquired if he had a place to stay for the evening and he informed me that if he didn't get to Parkersburg he would go to a friend's house. As Mr. Baumohl declares in his book Homelessness in America "The lives of all people, disabled or not, are embedded in circumstances shaped as much by structural factors as personal and biographical ones" ( 26). It is sad to say that with that statement the gentleman I encountered is not eligible for homeless assistance according to the West Virginia Bureau for women and children's homeless services. In order to be eligible for services under the homeless program, an individual or family must be in immediate need of housing and have no income or means of obtaining housing. This means that there is no one, friend or family, who can provide eme
"Family cap" proposals calling for the imposition of financial penalties on recipients who increase their family size once they are on the welfare rolls are typical of this kind of negative reform. The goal of AFDC is to provide for the basic needs of destitute families, in particular those related to shelter. Adopting a more flexible and inclusive definition of homelessness has consequences (Baumohl 82). We've only had one family who has participated in AfterShare that has had to return to the shelter to live, that says a lot for what the program does to motivate people" (Marshall 2). Well lets see some of these politicians go and live with there in-laws and then tell us if that is an acceptable way to live. Rural poverty rates reached a recent peak of more than 17% in 1986 and declined to 16. Many members help out for a while after leaving the shelter but then move on. Rural advocates for homeless people often note the difficulties they encounter with the usual interpretation of 'literal homelessness'--conventionally defined as people living on the street or in shelters. It is vital first to take people's concerns seriously, and then to present a range of rationales for responding to homelessness. Worthy poor are people who don't make trouble, that is, are invisible. As mandated by the Family Support Act of 1988, recipients who are less than three months pregnant or who have children over three years of age must attend school or other job training programs, or find employment. Underlying the emphasis on exchange is the ideology of "personal responsibility. (Coates 190)Being treated brutally from infancy, growing up with violence, ignorance, alcohol, drugs, and poverty may make one unpleasant, but not less worthy. We've had residents who have been volunteers and have gone on to get jobs at other shelters.
