In her article, Garrison's Most Efficient Organization Implemented author Joyce Kelly reports on the benefits of revamping the organizational structure of the United States Army Garrison at Fort Detrick, Maryland. Garrison Commander, Colonel John Ball refers to the restructured organization of the Army Garrison as the "Most Efficient Organization." This is accomplished by furnishing automated data processing, financial management and logistical support as directed to selected Headquarters, Department of the Army staff and field operating agencies. The importance of organization cannot be overstated. Employees holding the other twenty-eight positions were reassigned to other areas. Additionally, SPAWAR SYSCEN Norfolk has three supporting detachments located in San Diego, CA, Sigonella, Italy, and Yokosuka, Japan. The result is a smaller and more efficient implementation department. (Kelly, 2004)The result of this study was the elimination of seventy-two positions resulting in a twenty-seven percent savings in labor costs. These detachments are structured the same as Norfolk, and responsible for accomplishing the mission of SPAWAR SYSCEN Norfolk in their geographic location. They are all located in Norfolk, Virginia. The study looked at the following functional areas: hazardous material management, engineering services, facilities maintenance, supply and transportation services, military personnel records and services, military housing management, photography and graphics work. Thirty-eight civilian employees accepted voluntary separation incentive pay or voluntary early retirement. The main command element or corporate headquarters consists of the Commanding Officer, Executive Officer and Command Master Chief. This downsizing was accomplished without firing or laying-off permanent or temporary employees. Whether it is the Army Garrison at Fort Detrick, Maryland or SPAWAR SYSCEN Norfolk organization is crucial to maintaining relevance, efficiency and effectiveness that translates into better customer support and mission accomplishment. An analysis was done to determine areas that may have more employees than necessary or expenses appeared to be out of line. Instead, they relied on less dire personnel management strategies to reduce the size of the Garrison's organizational structure and increase its efficiency.
