In this context, the "Baku Declaration", which was adopted at the internationalconference held in Baku in September 1998 and devoted to the restoration ofthe Great Silk Road, has great significance. The Baku-Novorossiysk pipeline hasbeen renovated and has operated since November 1997 with a capacity of5 million tones a year. Recently, huge gas reserves have been discoveredin the Shakhdeniz oil field. One of the issues which has been discussed during recent years was the legalstatus of the Caspian Sea. Structural economic reforms are making steady progress, a privatization program has been launched and the political situation is increasingly stable. * Global competition in the oil industry and the possibility of risk-sharingamong big multi-national companies. The European Union, the initiatorof the TRACECA program, estimates that annual freight turnover via theNew Silk Road will rise from 4 million tones in 1998 to 34 million by 2010. Some preliminary steps have been taken to encourage much-needed foreign 'investment including the introduction of a foreign investment law, some tax incentives and some price liberalization. A crucial place in the realization of this conceptof an East/West corridor lies with the implementation of the TRACECA andINOGATE programs. Large investments in oil explorationrequire a sound and reliable system of transportation of energy resources. This pipeline is expectedto have a capacity of 45 million tones per year. As a result, the economy sufferedfrom serious macroeconomic imbalances.
