The balance of power in Europe shifted to the United States and the Soviet Union during the years 1945 to 1970 making way for change. With the surrendering of Germany during WWII, the victorious U.S. and U.S.S.R. occupied all of Europe, but the treatment of Germany and all of Europe was based on the decisions of the "Big Three" (Churchill, Stalin, and Roosevelt).
