Establishment of HR Department in Joint Venture With Local Company in Peoples' Republic of China

The evolution of the market trends, together with the development of technology and the globalization tendency have left an important mark upon the ways in which businesses must be conducted in order to become, and more importantly, to remain successful. Under the circumstances in which companies use a maximum specialization of their resources, it is crucial for any type of organization to embrace a corporate philosophy based on long term strategic planning and pro-active management techniques. Another fundamental factor that contributes to the successful functioning of a company is represented by its approach to the Human Resources policy. Taking into consideration the fact that most of the successful companies have access to similar technological resources, the factors that can eventually make a difference in an organization's evolution refer to the financial resources, the human resources and the approaches regarding them. The situation which the MNC company is confronted with is represented by a joint venture with a local company in the People's Republic of China. The company is actually a multinational corporation, with an Australian basis. Its expansion on a new market involves various challenges.

The time pressure, the stress and the amount of energy required by the efficient dealing with these issue could result into a less efficient fulfilling of the assigned tasks. Therefore, their efficient management is an essential factor. Assigning extra tasks to the members of the already exiting Human Resources department can result into disastrous consequences. Consequently, the efforts that the organization must make in order to maintain its functioning just as efficient as before are increased. In addition, the evaluation is to be made not just by the company , but by the employees themselves. Loyalty is a highly important coordinate for the behaviour of the employees. Once the company values have been learned and adopted, the energy of the separate Human Resources department will have to focus on the transfer of information and knowledge from the central unit of the company to the unit located in China , as well as from the other units to the one located in China. An additional problem to which the newly created Human Resources department must respond is the recruitment process. Teaching the new employees the values of the corporate culture is a challenging task. The development of technology, the globalization trends as well as the tendencies that businesses all over the world have recorded concerning the approach towards the customers have turned the human resources of an organization into a strategic resource. This task is extremely difficult and it requires a great flexibility from the part of the company. The organization will have to adapt to the local demands. The company's global efficiency will be influenced in a positive or negative way by the efficiency of its units, including this new one. This feedback allows it to improve its tactics and policies. However, taking into consideration the fact that the company is expanding, it is obvious that high efforts will be needed in order to manage the newly added part, on the one hand, and the company as a (bigger) whole, on the other hand.
