Counterintelligence

As far as intelligence organizations, intelligence designates information that is gathered by these governmental agencies and used for purposes of national security and foreign policy. The US Intelligence Community is comprised of sixteen agencies but the total number of security and intelligences agencies is much larger covering an impressive number of possible threats to national security; it included the Central Intelligence Agency - CIA - an independent organization. Thesis: Intelligence responsibilities need to be shared by multiple agencies because different threats require different approaches; this would also prevent prevailing partisan influences. Intelligence agencies are governmental thus political tools for shaping foreign policy and for homeland protection hence they are subject to the process of specialization. The governmental function of intelligence agencies are normally shrouded in secrecy. These voices also claim that the intelligence bureaucracy is "the product of organizational compromises"3 which has created much confusion as far as intelligence agencies. Leaders change but institutions do not. As far as terrorism, the specialization of agencies is most important mostly because the change in foreign policy after September 11. This is the most challenging task the agencies are faced with because terrorists often operate in remote areas within sympathetic populations that support and join their organizations. Intelligence techniques are utilized both during war and peace for a wide range of foreign policy functions, from espionage to political assassination. This way, each agency can maintain its own direction and can escape the temptation of serving the purpose of a certain leader. The most dangerous threat posed on national security that intelligence agencies must handle is that of terrorist activities and attacks throughout the world. Despite the fact that for the most part the activity of intelligence agencies - such as gathering information for counter terrorist purposes - is invisible to the general public, there have been several occasions on which certain aspect of US intelligence activity has been made public, such as the bombing of terrorist targets in Libya. Consequently, this leads to the dissolution of value and potential leadership in the system of intelligence agencies which generates a "leaderless community"4. to produce evidence to support already existing policy preferences. Much of their work, they argue, is artificial, i. "2 Members of the intelligence establishment include the Central Intelligence Agency, the Pentagon's Defense Intelligence Agency, the National Security Agency, the State Department Bureau of Intelligence and Research, and several others, including sections of the FBI and the Atomic Energy Commission.
