Vaccine Proposal: Protecting from Biological Warfare
The purpose of the proposed research is to create a vaccine proposal to be sent to the FDA protecting Americans from Anthrax, small pox and sarin. This proposal demonstrates clearly the immediate need for approval of legislation to provide protection to the American people from chemical and biological warfare, in the manner described below. To research the good and bad of this vaccine one must observe previous empirical studies providing data on the use of vaccines against chemical agents or biological warfare. In this case, there are according to Rettig (1999) several "RAND" reports available for review on the negative health effects of chemical and biological weapons including those causing infectious diseases; there are also dozens of reports with positive information related to the use of immunizations including vaccinations against biological warfare in these reports (p.6). Thus, to investigate the efficacy of a vaccine such as the one described, the legislature would need to commence investigation of the positive elements of the vaccine using experience and testing on live volunteer subjects or by other means to show the benefits of using the vaccine outweigh any side effects
In doing so they will not attempt to duplicate the vaccine or develop an agent that would counter the positive actions of the vaccination. Until this point the United States has had little in the way of defense to protect people other than military personnel from this type of threat. To accomplish the vaccination of all people's willing to receive, the government will cut spending in the way of salaries for a period of one year to compensate for the needs of the American people. The government should consider any offers from organizations or individuals willing to earn their right to vaccine protection through volunteer work that helps support the goals and objectives of the Presidency of the United States of America. Once the pros and cons of the vaccine are outlined as suggested above, the government can choose to seek FDA approval, although this is not always needed as shown in the section below. The FDA, seeing that the government would have the power to enact legislation permitting use of the vaccine whether or not they approved, would have an obligation to approve the vaccine or fear public ridicule in the event the vaccine worked but innocent civilians were killed because the FDA did not approve the vaccine. As such, one would expect his approval ratings to skyrocket. Those that are critically ill will be offered the vaccine following approval from a physician stating the vaccine is not likely to do more harm than good to the recipient.
