ESSENTIAL SKILLS FOR POLICE OFFICERS Police officers may face many different types of situations on patrol, ranging from rendering aid and assistance to respectful, law-abiding citizens who genuinely appreciate their help to dealing with uncooperative subjects who resent law enforcement authority. Therefore, the single most important skill for police officers is the ability to communicate effectively with all different types of people in various states of mind. They must be able to calm accident victims injured or in shock in a compassionate manner; they must be able to establish an authoritative presence for effective crowd


Adherence to Procedure and Law: The entire law enforcement community, including patrol officers, must adhere strictly to the rule of law and to departmental regulations and procedures while performing their duties. Police officers routinely encounter situations involving suspicious individuals in circumstances they have learned, from previous experience, that suggest those individuals may very well be engaged in illegal activities. Therefore, it is critical for them to develop the ability to think quickly and make decisions confidently without the benefit of advice from other officers and without a supervisor to issue any orders. Many times, for example, police officers request permission to search a vehicle that they believe very strongly contains contraband or evidence of criminal activity; but unless they have a specific reason defined by the Supreme Court as justifying a vehicle search without consent, they have no choice but to take "No" for an answer and permit the subjects to drive away after issuing a summons or a warning for the motor vehicle code infraction that originally justified the car stop. However, the Constitution severely limits their authority to intrude into what the Court has defined as matters involving the reasonable expectation of privacy (RIP). Therefore, police officers must have a genuine respect for that structure because they are required to follow orders from superiors whether or not they agree with their judgment and also regardless of their personal feelings or thoughts about their superior officers. Independent Judgment: Police officers often work alone and encounter situations that require a spontaneous decision, sometimes over matters of life and death. Respect for Command Structure and Authority: Generally, law enforcement agencies are paramilitary organizations with a hierarchical command structure based on rank. The single most important body of law in the United States are the principles of constitutional law as interpreted by the U. control; they must develop the communicative versatility to project an implied threat of arrest when dealing with uncooperative individuals; and they must continually be prepared to shift back and forth from all those different situations, sometimes several different times within a single tour of patrol duty.
