             Discussion

             Need analysis
Is a new computer based system necessary?
This must be one of the main questions answered by decision makers involved in evaluation the existing system, what will be the benefits for the organization and will the benefits justify the costs?

If the current system is failing to meet the set objectives what might be the cause?
The first step in the process of analyzing existing and desired systems is to establish a team, this team needs to develop a schedule for meeting objectives, develop a list of resources required at each stage establish milestones in the process for monitoring progress.

However it is important to establish what the system is used for – its purpose, it is essential to align the organizations corporate and HRM objectives if the system is to succeed. (Stone, 1995, p.31) Then it is important to decide if a new computer system is the most cost effective way of achieving the predetermined objectives. Perhaps the current system requires modification and improvement. However, larger organizations with complex human resource information needs are likely to find a computer based system more cost effective, quicker and able to provide more comprehensive information than a manual system.
