Therefore, there is a bias that pressures the government to do certain things and not to do other things. Conflict theorists focus upon competition, conflict, and dissension resulting from individuals and groups competing over limited societal resources. Functionalists are interested in positive and negative results of social interaction as well as the intended and unintended consequences of social conduct. There is a strong inverse relationship between per capita GNP and population growth rates, the lower the rates per capita GNP, the higher the population growth.
