If decisions are not properly acted upon and implemented, Decision-Making becomes a hypothetical exercise of no consequence. For example, the decision maker may need to return to the situation to obtain more information to generate a better understanding. Many tacit decision-actions are automatized and are executed the same way. In well-known routine cases, effective situation-handling involves many steps and requires different kinds of knowledge to support the primary tasks of Sensemaking, Decision- Making/Problem-Solving, Implementation and Monitoring. That the resulting competence rests on libraries of mental models have not been understood until recently. In addition, the model provides a framework for analyzing and synthesizing personal and organizational action-oriented processes.
