Man Made Floating Cities

Soon landlocked cities that have been established will grow to their respective boundaries and will have nowhere left to go. They will have reached maturity, although they will continue to age. Eventually, some areas of cities get run down and will have to go through the different stages of urban reform.
So what is the feasibility of building a floating city somewhere in the world ocean? First we need to figure out how we are going to do this. Our building materials for the structure of the city will be electrolytic concrete made from seawater mineral salts that will adhere to steel rebar submerged underwater with small amount of electrical current applied to the bar. Over a short time the mineral salts from the seawater accretes onto the steel to form a concrete material. After the structure is built underwater and is completed then we can raise to the surface using a balloon floatation system. The city can use windmills and solar cells to produce electricity. At the head of the floating city is a small mountain range with a specially designed frontal structure that cuts Tsunami tidal waves into smaller, manageable waves with little destructive effect. Through a water jet rotating propeller engine system we will be able to make the city mobile. This system will be attached to a water turbine so that electrical power is recycled into main electrical supply generators thus creating its own electrical energy with minimal power loss. One advantage to the city's mobility is that when it rests in one place for a while to use the ocean's resources it can then move onward so that that particular area is not depleted and can replenish itself thus protecting and preserving the ocean.
Food sources for the city will include agriculture, livestock, fish farming, sea weed cultivation, and fresh water distilling. The city can grow its own food with nature based technologies that produce no toxic pollutants. Machines a...
