Against the Robbing and Murdering Hordes of Peasants

At the time, peasants had being confused by evil and their action was violent and disobeys God. They murdering, robbing, and raging like mad Dog and even upside down the meaning of rightness. They do not care about others but keep their own for themselves. Therefore, Luther writes this latter to warn those people whom were served and own by devil to return to God and be aware of their sin. Also, Luther writes to warn those people whom stand on God's side to stand up and punish the peasants.
In the latter, Luther uses very strong and violent term as a ruler to warn people be aware from devil and sin. He tells people to uses violent term to against the violent or even it is fine to kill those peasants whom will not listen or follow the ruler. I think the reason why Luther says that is because he wants to scare those whom were standing on God side but too weak to stand up and fight for the right. Also, he wants those peasants be afraid of punish and further to introspect themselves. Therefore, he warns those weak, works for devil, and afraid to fright for God are guilty and deserving death in body and soul ten or even hundred times over.
More over, another reason why that Luther uses such strong ruler to warn people is because what people doing at the time were too corrupt and sinful. He can not stand on that anymore. Therefore, he uses this strong ruler to warn society and remind them God is the one should be serving not devil and if society still doing what they think was right, God will judge their sin one day.
