Driving License

Every year, the numbers of road fatalities are increasing steadily and this has caused a lot of concern to the government and the Malaysian people generally. In the light of the current situations, the government has been urged by the public to setup a permanent action oriented Road Traffic Council chaired by the Prime Minister himself to play a major role in reducing the fatal road accident. Therefore, on 23rd December 2003, a National Public Forum on Enhancing Road Safety and Preventing Road Accident had been held to find resolutions on ways to reduce the number of road fatalities. These resolutions are vital since it will be used by the Road Traffic Council later, to implement necessary steps to curb this problem overall. To show how serious the situations are, according to the Transport Ministry Dato' Seri Chan Kong Choy (2003), World Health Organizations (WHO) had stated that one million people were killed in road accidents globally every year and they even listed it as the top 10 life-threatening diseases ( p.2 ). On that day, a lot of ideas, recollections of experiences, and proposals had been voiced out. But what really caught the attention was from People's Progressive Party (PPP) Youth's proposal on raising the age limit


In terms of chronological aging, all individuals are aging since it is a time based dimension. While the last one is the internal input in which he tries to remember directions or plan something. For instance when a person tries to cross the road the driver do not notice him/her and suddenly just knock down that person cause the driver's attention is somewhere else where he "attends" only a subset or area of available information in making decision and to respond. The nature of our mental activities is that if visual information flow is low, it has the necessary mental resource to carry on all tasks simultaneously, but when attentional demand may exceed supply it tends to focus on a particular subset or area of information. For instance, the road surface that becomes slick from rainfall and lead to accidents. Age alone in this context is not the main cause why fatal accidents occur lately. That might be true but it is just for the temporary basis this pattern will stay until it started all over again but this time on another age group. For example, just take a look at the emotional factors that are subjected to greatest variable attributes and the most difficult to identify with the least remaining evidence. And this is how people's age should be characterized. According to (Woolf, 1998) aging can occur on at least 3 dimensions that are chronological aging, biological aging and psycho-social aging (www. Furthermore, to reach the younger generations more effectively why not introduce road safety topic to all National Service participant that must be learned during the programmed. For vehicles, the factors include equipment condition, view obstructions, distractions, instruments, signaling devices, control sensation, comfort, automatic controls and device, weight, performance, dimensions and stability. Thus further change is seen as decline or deterioration.
