Although the political views of Roosevelt and Hoover didn't differ dramatically, Roosevelt utilized his ideas and created government agencies that helped the people in a way that didn't irritate them. After so many banks had closed, Roosevelt introduced the Emergency Banking Act, which, in turn, created the Federal Deposit Insurance Corporation.
