Hong Kong and Singapore are city states that have none or littlepolitical participation, instead political decisions were left to asmall group of leaders. Hong Kong's history of colonial rule and thestrength of the People's Action Party in Singapore acted to keep limit Hong Kong after World War Two remained a colony of England andit's government remained under colonial rule. In thedemocratically held elections in Singapore the PAP always won by largemajorities. Because of this in Singapore, politicsdisappeared and was replaced by an administrative state run by a systemof official. In both Hong Kong and Singapore democracyhave not been a major issue. These threeinitiatives stimulated a new interest in government that had been absentfrom Singapore for years. First, the party step up its recruitment ofyoung members. The public finally felt that it could have asay in the governments decisions. In Hong Kong has showed no such trends toward ademocratization of the political system and the turnover of Hong Kong toChina in 1997 makes the rise of strong citizen participation ingovernment even less likely. Following the election of 1984 the PAP brought new policiesto increase its support. Thiswas due to a recession during the period and disapproval with thegovernments economic policies. The ruling class did this because they felt that if thepublic expressed its concerns to the PAP it would be able to govern moreeffectively. Second, the administration agreed to discuss the NationalAgenda and formation of the PAP party with the people of Singaporestarting in 1987. The greatest lost came to the PAP in 1984 when theopposition won two seats in the 79 seat legislature in Singapore. It was the ruling class that broughtabout more public participation government not mass demonstrations orcitizen outrage.
