Let's Chop Their Pork
Last August, President Gloria Macapagal Arroyo announced that our country is in a fiscal crisis. In simpler terms, we are facing financial problems. And it is evident that our government is trying to do something about this. But is it really working? What could be done to really solve this? Or at least lighten up the load regarding monetary problems? One thing our government is trying to do is cutting down Internal Revenue Allotments, better known as IRAs by 30% and honoraria allocated for public leaders and workers (Disaster A8). But what they are trying to do is not going to get us out of our predicament soon. First, what is this IRA and honorarium our government is trying to cut? Internal Revenue Allotments are the funds given to Local Government Units (LGUs) by the National Government as their (the LGU's) part of the National Budget. It is the fund used for Municipal and Local projects such as town plazas, infrastructures, public schools and the like. Honorarium on the other hand, is Public Leaders' (or professionals') pay or the fee for the service they provide as defined in the MSN Encarta. On the part of honoraria cuts, it would be not much of a help too even if we try cutting them down. And from the total funds of Pork barrel, studies show that only 20% is actually used for projects and 80% end up in the pockets of corrupt politicians (24 Oras). We also put Pork barrel funds for Intelligence and military spending. Fact of the matter is: the usage of our honoraria is not that of personal use but as to provide extra service to our people. On September 12, 2004, the Malacanang Palace has welcomed the House of Representatives' proposal to abolish Pork barrel. Plus it would be a disadvantage to us holding government positions, because we too are in need of personal money to reach to our constituents. 5 M from each province would be a help? Well, it would scratch a part out of our NG debt. That means there is a big diversity in the government about abolishing Pork barrel or not. You're right, Pork barrel also known as the Priority Development Assistance Fund (PDAF). The senatorial Pork barrel is P200 M a year (Danao 1). And as studies show, the 80% of the P8. I am one out of the ten councilors in our town, and I receive P24, 000 which is P19, 000 part honoraria and P5, 000 part Representation Allowance and Transportation allowance (RATA). That means, we will be able to see clearly where the National Budget is going unlike with the Pork barrel system, which appears to be lacking clarity.
