What was the foundation of the welfare state in Britain?

             People see the Welfare state differently, some believe it is a loose collection of, social, medical and educational services provided by the state. Others believe it is a comprehensive attempt not only to provide welfare but also to redistribute income thereby serving the cause of social justice.
             By either definition, the Liberals fell short of providing a coherent welfare as they were muddled through introducing modest by our standard changes.
             In the 1890's a start had been made to establish a local structure of administration, which proved invaluable as the Liberal studied other models of provision, mainly from Germany, and then started to make piecemeal reforms.
             All that Liberalism aimed for at this stage was used to provide a basic minimum; it was always going to be a programme limited on its scope. For instance when the old age pensions were introduce, Churchill declared that they never wished to take the 'toiler to the dry land'. They sought only to 'strap a lifebelt around him'
             Whole areas were unreformed-for example, housing was in short supply, and the workhouses would continue to have an influence for years to come.
             Old age pensions and National Insurance failed to go far enough. Pensions were not generous and not universal; numerous people were left out of the scheme i.e. ex-convicts and those who were unemployed for some time. The old, however could emerge from the stigma of the poor law and a bold step had been taken. The National Insurance Bills made doctors had been dissatisfied with their level of remuneration and insurance companies and friendly societies felt their business was being threatened.
             Labour MP's felt things did not go far enough and they had been offered the payment of MP's before they swung behind Lloyd George.
             Some workers felt that the exclusion of their families was unfair, thought the resented the loss of 4d a week. Education continued to fall behin...
