The instability was aided by the two seats of power: the provisional government and the Petrograd Soviet, out of which rose the opposition that would inevitably bring the provisional government down. Returning from exile in April 1917, Lenin, with his party the Bolsheviks, began a strategy of revolution, a complete political change for the starving people of Russia. Conditions must be rip for the rise of the revolutionary attitude. The biggest issue in the Mexican Revolution was land reform. The revolutions were quick, efficient, but not immediately successful. The Bolsheviks take power in the name of the workers and begin to set up a government based on Lenin's ideology. The revolution was quick and efficiently executed. In the summer of 1917, the Bolsheviks worked tirelessly o gain the support of the people in the upcoming election. Middle class liberals also formed the Constitutional Democratic Party (CADETS). The jobs gave low wages and the peasants suffered under oppressive condition. The rise of states like communism generally begins with the complete dissatisfaction of the people with the government. Without revolution, the rise of a single party state would be virtually impossible. They felt the new order would lead to Russia becoming a strong European power and thus gave all authority to the acting government. The party soon became the committee heads for most factories and secured the growing support of local soviets. Not only were their different views among the people about the new provisional government but they differed on the view of the revolution itself. The government must match the aims and needs of the people who supported the revolution.
