The State of Maryland, Department of Human Resources currently utilizes the Work Opportunities Management Information System (WOMIS) to address the requirements of the Bureau of Work Programs. The Bureau of Work Programs is a division within the Family Investment Program chartered with developing and enforcing programs to engage welfare clients in work activities. Work requirements for both individual customers and for states, as well as goals related to employment and self-sufficiency are at the core of the new welfare system. Maryland provides employment related services to an expanded customer base that includes current and former TCA recipients and to low-income families, including non-custodial parents, who may have never received any cash benefits.
Currently, WOMIS is used by the local departments to manage work activities. Recently, the Bureau of Work Programs has identified deficiencies with the existing system. The A-Team has been contracted to prepare an assessment of the problem and propose a series of alternatives to address the issues. This document is structured to:
