Community Policing, like all policing developments since policing began with Sir Robert Peel, is about preventing crime. Since policing agencies have seen a decrease in their monetary resources, crime prevention seems like the most cost effective way to make communities safer. Community policing encourages residents as well as law enforcement to get involved in this task. By making the effort a partnership, communities have a greater chance to resist crime, reduce fear, and to restore hope in their environments.
Community policing is the first major police reform in more than half of a century. It is the first major reform since police departments embraced scientific management principles to policing. Community policing is a change in the way police departments interact with the public. This new philosophy broadens the police officers mission from just focusing on crime to combating a wide range of community concerns, including crime, fear of crime, disorder, and neighborhood decay. This new Community Policing Officer, also known as a CPO, serves as a mini-chief on his or her own beat. Community policing requires the involvement of law enforcement. ” Yet despite impressive progress, many people both inside and outside police departments still do not know precisely what Community Policing is and what it can do. The organizational dimension directly addresses the changes on police organization, administration, management, and supervision that might be required to support the ideas of COP. It also requires substantive changes in the organizational structure of police departments and the definition of the patrol officer’s mission. It is not an operational directive, but it directs operational style. It is an organizational strategy that redefines the goals of policing (Goldstein,1990; Moore, 1992).
Health of the community: Both community policing and crime prevention acknowledge the many interrelated issues that generate crime. Each is, rather, a way of doing business.
