Federalism and Texas

             Governmental powers are shared among the national and state governments this is a federal system. Public welfare and education are responsibility of the state. After the great depression the nation started to look to the federal government for help. The size, population, lobbying and 30 representatives in Congress can tax and spend to help the people. The renaissance program is a federal and local partnership. The renaissance program takes federal money to give to the local community to help restore neighborhoods. HUD takes the federal loan and restores homes, build and repair sewer systems, streets and sidewalks. The child support program in Texas is also a state and federal partnership. The federal government gives money to states to start programs. They also gave Texas money to buy computers to start the tracking system to find deadbeat parents. Texas was the first large state to start this program. One advantage of the program is that it tracks down deadbeat par!
             ents so they can start to pay child support. The deadbeat parents start to have their wages garnished with the help of the program. One disadvantage is that it takes time to track the parent down. The success if the program depends on state and federal parterships. Devolution is giving the states more responsibilities. Devolution is decentralizing the government. One advantage is that local people know more about how to handle local problems. One disadvantage is that it passes on the cost of programs to the states. Texas Health Kids Corp. has a program for poor uninsured children. The program has private, employer and donations to help fund its program.
             The United States has a federal system. Many state responsibilities are strongly influenced by the actions of all three branches of the national government.
