All dogs should be kept on a lead while in public areas!Dogs need freedom to run around and explore. Dogs love to sniff out new scents. Most are very playful and like to be entertained. It's also very important that dogs are exercised so that they don't get overweight and they stay healthy but it is important that people are protected as well.Dogs however also need to be controlled and you can't have dogs walking around the streets at random. They can get lost very easily and many dogs are picked up by the RSPCA. If there are dogs wandering around a public area there would be many people who would feel quite threatened, and may change their path to get around the dog. If you keep dogs locked up from the outside world they can become aggressive to everyone but the owner. They have to be able to explore and socialise like people do. They can also restrain the dog from people and other dogs if it is aggressive. It is important that dogs don't get bored, because they can get depressed and under stimulated. This could have a cost of 50 cents to maintain it. If dogs are around lots of people from a young age they won't feel threatened and uncomfortable and won't get angry when there are people around them. It is important that they are taken to the beach or park so that they can chase balls or sticks and they can go swimming, and other activities that particular dogs enjoy. So dogs really need to be taken out of the owner's property quite regularly and they then also have more to explore. It is cruel to keep dogs caged up from the world. It usually is the fault of a bad or irresponsible owner. They could also have a special park just for dogs. There really has to be a middle path. The owner can see exactly where the dog poos and wees, and if he/she is a responsible owner, he/she will pick it up. There are many positive outcomes from the enforcement of this rule.
