This refugee crisis led to thousands put in refugee camps, and this creates the potential to create militant soldiers. Because of this fear many Tutsi flee Rwanda, some to Burundi, some to !Uganda. There was a struggle for power within the Tutsi leadership, also in the Hutu leadership in Rwanda. Hutu didn't do anything in Burundi, the two nations were a mirror image of each other. Tutsi military quickly squashed this and began a genocidal attack on the Hutu, using the action of the Hutu rebels as as excuse to practice genocide. Refugee camps also keeps region destabilized. The population feels lost hopes, rejected by life, nowhere to go, so there are many recruits from refugee camps. In 72 in Burundi in Tutsi leadership competition was so intense that some of the Hutus decided to revolt because Tutsis were at their weakest.
