             Over the past two decades Vietnam has suffered many hardships. Vietnam has been described as, "the nation which progress is made at snail's pace." In 1969 Vietnams Fearless leader, Ho Chi Minh passed away. Since then the country has avoided making drastic governmental changes. Vietnam is a Confucius society and because of that they have tried not to alter their government standing. This is because Confucianism demands a deep respect for ones elders and those who suffered through the revolution will not be ignored.
             When Le Kha Phieu became both party chief and president of the country he proposed that they no longer look up to the elders as advisors on the party's central committee. He decideed this because the country's economy was becoming stagnant, and no progress was being made. After his proposal economic progress was not made.
             The people decided to replace Phieu with Nong Duc Manh as general secretary. Manh was under stress to make economic progress for Vietnam. He was in charge of making a new five year plan in order to boost the country's wealth.
             The new planned was entitled, "Doi Moi." It was a reform policy and open door policy that began in 1986. The party leaders, however, still have concern as to how fast it should be put in to practice.
             Things seemed to be going fine until those members over the age of seventy began to question the party. It was necessary for the party to regain its respect by selecting new leaders and in the midst of a power decline. This was a result of the corruption of party executives.
             During this five-year Doi Moi period, Vietnam saw a remarkable change not only in GDP, but also in almost all aspects of social and economic life. The ongoing modifications of Vietnamese society was
             profound. It is likely to sweep policymakers along with it, and is unlikely to be reversed even by a government that resists change
