             Children continue to be thrown into bondage because there is greed on the part of the parents who cannot afford to raise the child and would much rather prefer that the child earn a living of his own. In addition there is greed on the part or the masters who prefer to use children as their main labor force to save some precious money. What helps encourage this situation is the people that pocket the major chunk of the profit from the proceeds of cheap labor. The international agencies too are forces around the world. And finally, the only organization the government who are in a position to curb are encouraging foreign investment to turn their face the other way.
             "The problem is lack of political will. The problem is greed", say I.A.Rehamn. (Doucet 14). " Pakistans leaders are of two minds on the subject of child labor. Speaking officially, they deplore the practice and have nothing but pity for the 11 million children working in factories under horrific conditions. Speaking otherwise, they regard this practice as distasteful but unavoidable as a part of the growing economy which only time and progress will heal" (Manson 7)
             In support of the total lack of concern shown by the government agencies and the international law makers, Shabbir Jamal, advisor to the Ministry Labor says " Westerners conveniently forget their own shameful histories. They addressed the issue of child labor only after they became prosperous." (Manson 3)
             The situation in Pakistan is in direct violation of the Convention of the Rights of the Child. According to this international law making agencies:
             1. No one should be held in slavery or servitude.
             2. Everyone without discrimination has the right to equal pay for equal work.
             3. Everyone has the right to rest and leisure, including reasonable limitations of working hours, and periodic holiday with pay.
             4. Everyone has the right to an education.
