Children in poverty make up thirty-nine percent of the population, and most of these children do not receive a good education because their parents cannot afford to send them to anything but a public school. This paper will discuss the education of children under twelve years of age who are in poverty, including programs offered to education children in poverty, how the government helps disadvantaged children, how the environment and ethnicity affect learning, and what can be done to help these children get a better education.
There are many programs out there may benefit the education of poor children. Right now, the Federal government provides some funds to educate children in the public school system only. Often times, parents in poverty do not like the level of education their child is receiving, and they want to have the government help them pay to send their children to a private school to get a better education. The Federal government does not provide any funding to educate poor children in private schools. So many parents are forming organizations that put pressure on their state’s government to provide funding. Wisconsin is one state that parents are pushing for better education of children who are in poverty.
Many things that can be done to improve education, but there is not enough being done right now to help these children. The author continued to talk about a study that studies the hypothesis that there is a direct relationship between student achievement and building conditions. The Elementary and Secondary Education Act (ESEA) is the Federal government"tms largest investment in elementary and secondary education. A group of parents who are in poverty formed a group called the Milwaukee Parent Choice Program. The Indiana government want to help low-income children get a better education by giving more funding to public schools, instead of private (Committee on Labor and Human Resources, 1997). The researchers concluded that differences in family behavior and attitudes had a tremendous long-term effect on children"tms academic performances (Renchler, 1993). The goals of the original act were to revitalize the countries education system by providing textbooks for parochial school children. The Federal government helps disadvantaged children by providing federal funds. The presence of supplemental instruction creates andor encourages different curriculum for students of varied academic levels. State and federal policy makers can affect early childhood programs in two ways. The ESEA has been improving education for disadvantaged children since its"tm passage in 1965. EPIC is a resource that contains information about public, private and religious K-12 schools in Milwaukee. When money is tight, maintenance costs are cut first. There should be a delicate balance between what must be struck between support, autonomy, and pressure for change (Knapp and Shields, 1992).
