During the second inaugral on march 4th1865 president Abraham Lincoln called for Americans toloose their hatred to one another and to becomecharitable in order to be firm in seing that the rightsthat God put in store for each of us are seen in theright way. He called for all to bind up everything thatwas lost in the war and look to the future so that theywould have peace among themselves as a nation and withother nations in the world. but there was a real bigproblem as to reconstruction that would not be solved bywords only but by actions. The south was physicallydevastated and socially emanispated, how would theyreconstruct this? There was also the question of howliberated black men and women would fare as free men andwomen. The southern states had to be rerintergrattedback into the union and above all they did not know whowould direct the whole reconstruction process.it isobvious that with all these prospects at hand that therewould be someone gaining and someone loosing. The slaves had at this point already been freed, butwith all the emancipation and hatred towards them in thesouth they were somehow forced to be re-enslaved. Not

In many states, if unemployed, AfricanAmericans faced the potential of being arrested andcharged with vagrancy. Most white Southerners were also convincedthat Reconstruction politicians were hopelessly corrupt. This then shows thatthe south lost in the productivity since they lost cheaplabour. Local ordinancesin Louisiana made it almost impossible for blacks tolive within the towns or cities. Many white southernersbelieved blacks were predestined to work as agriculturallaborers. While Codes were unique to thepost-Civil War south, they encompassed some of theantebellum restrictions on free blacks, northernapprenticeship laws, and the Freedmen's Bureau and theWar Department regulations. This made them softentowards the freedmen and so the left them alone.
