Then they moved on to the rise in welfare rates, drug abuse, and youthful unemployment. They even cited the baby boom which occurred some years earlier. At first they blamed social programs such as the lack of funds to combat the increasing crime rate. The Nation was becoming concerned with such a sharp increase in the rate of crime.

Soon people began to look for reasons behind the sudden increase. Later on they would be faced with the undeniable fact that the rate of crime had risen and it had risen a significant percent. The sense of fear slowly crept it’s way into their lives. People began to lose their sense of protection. At first, many wanted to deny there was a problem. They found that the reasons they chose to ignore in the first place where now still here staring them back in the face.
