The definition of a convergent responder - "responders are citizens or individuals from nonemergency agencies that witness a terrorism/tactical violence event and converge on the scene" (43). Why didn't they explain the difference between a convergent and first responder in the previous chapter? It just confused me for a while. "Many response professionals perceive convergent responders in a negative light. They are viewed as undisciplined and in the way." (40). However, the text goes on to say that convergent agencies - such as utility crews and postal workers - with training, are a positive initial response component. Only after the 2nd plane crashed did people begin to realize that this was an act of terrorism. Bodies and debris were falling everywhere. Yet, this enhances the communication problems of Sept11. beware of diversions; there's no rule against having two simultaneous terrorism/tactical violence events on a very bad day. I could not agree with this any more. September 11th was a very bad day indeed. This was probably part of the problem of 9/11. Even setting up a lookout outside was not safe. These are habits based on years of practice that are detrimental in a complex terrorism/tactical violence incident. It just makes sense that there are 2 of them, to serve as help and as a lookout. Each agency focused on their specific job that there was no cohesion. We didn't have 2 simultaneous violent events, we had 4.
