The formation of the constitution was not only developed to change the American government but to enable the change in government as time changed the political and cultural face of the land. This allows the Constitution to adapt to the people’s needs for each generation and will continue to provide for them by making laws that reflect the people’s will. The framers of the constitution set up certain devices that would allow for these changes. Their legacy is evident today in the form of our amendments. The Constitutional Convention was called by Congress for delegates to assemble at Philadelphia to revise the Articles of Confederation. It was never intended to write a whole new constitution. The delegates knew the problems of the confederacy, but were no where close to agreeing as to what should be done about those problems. Life, liberty, and property continued to remain as their objective but they had no accepted political theory that would tell them what kind of national government would serve that goal.

To many conservatives in the late eighteenth century, such as Alexander Hamilton, democracy meant mob rule, meant that the tyranny of the ignorant masses would infringe on the rights of the minority and take away from the rights of others.

The delegates came to Philadelphia in general agreement that there were defects in the Articles of Confederation that had to be remedied. Votes are one of most valuable right given by the constitution of United States.

The Massachusetts constitution was a good deal less democratic. This enables them to rule more fairly, and follow the constitution. The Supreme Court recognized that to allow the Constitution to reflect the people’s views, it had to allow the integration of blacks and whites into the same schools. The delegates believed the answer was not “democracy”, as it was then understood. Had they decided to make their business that of listing these defects and deviating alternative remedies for them, the document what would emerge would be in all likelihood have been very different from what in fact was adopted. Two possible trials are Roe v Wade and Brown v Board of Education. However, the Assembly disenfranchise the Quakers, persecuted conscientious objectors to the war, ignored the requirement of trial by juries, and manipulated the judiciary. It stated that each state would have two representatives from each state, regardless of the population of the state. The Great

Compromise reconciled the interest of small and large states by allowing the former to predominate in the Senate and the latter in the House. In a groundbreaking Court trial called Margery v.

The Pennsylvania experience as well as the history of British government led the Framers to doubt whether popular consent alone would be sufficient guarantor of liberty. They had not yet accepted a political theory that would guide them and tell them what kind of national government would best serve their lofty goals of creating a democracy that would fulfill their needs.
