Looking at policies since the war, it is evident that the marked differences between the ruling and opposition parties on the diplomatic and security were the main factor hindering a change in power, leading to the warped politics of today.
The focal point of debate originally was whether Japan should move to a single-chamber parliamentary system with direct election of the prime minister. The fact that lawmakers never got beyond discussing the nature of the cabinet system just proves to show how far the debate has to run in order to achieve some type of conclusion or resolution.
