Juvenile Justice by Rita Kramer
Juvenile Justice is Delinquent, written by Rita Kramer, is an excellent example of how more and more violent crimes are committed by youthful offenders, usually under the age of seventeen. Kramer has given several examples of how children can commit crimes such as rape, murder, and robbery, yet they get away with a light punishment or nothing at all.In the 1950's, a juvenile delinquent rarely committed violent crimes; they were usually misdemeanors. In an effort to rehabilitate youthful offenders, the New York Statue was born; it was created to help the youthful offender, by rehabilitating them. It was thought that if a youthful offender were rehabilitated by a reduced sentence, or with guidance from a social worker, he would become a responsible and caring adult. Cases on violence had increased by 1991. In my small community children, as young as three, are left alone to take care of themselves, even though both the mother and father reside in the same house. A survey, of The Tarrant County Youth Correction Center, found that 80% of offenders are not rehabilitated, and they return to their life of crime after being released. If the parent or parents taught their children about responsibility, and the value of a good education, possible we would have less violent behavior. These children obviously lack from proper supervision; however, it is not always because of the lack of both a mother and father in the same household. If the crime was a misdemeanor, they were usually released, however, if it was a felony, the offender was generally given a short term sentence in a youth facility that contains a television, basketball court, medical attention, and three square meals a day. Kramer observes that a large number of violent teenage children are growing up without a father and with a mother who is a mere child herself, who lack supervision and structure. Children are not being properly supervised when they are allowed to join gangs and roam the streets. In the early 1960's, people where beginning to realize that the dreams of the 1950's had not materialized. that he would not be stigmatized in his adult life for his immature behavior. Under the New York Statue, children under the age of seventeen, where not held criminally responsibly for their actions. In 1991, 85% of youthful offenders were charged with felonies. Some states in the United States have amended laws that concern youthful offenders in order to protect law-abiding citizens. Children were provided with lawyers from legal aid, who focused on getting them off on a technicality, therefore, the children were not rehabilitated. Public awareness of the problems with today's youth is becoming nationwide.
