Affirmative action was first implemented in 1965, by president Lyndon B. Johnson. Affirmative action was created to help eliminate past and present discrimination based on race, color, religion, sex, or national origin. The Civil Rights Act had passed just a year before and it created a situation where minorities were considered equals but not treated as equals in the work force, schools, and in government. There was a desperate need for some sort of law aiding minorities who had been constantly held back by the racist system. Affirmative action called for many institutions to start quotas that made the hiring and acceptance of minorities. From that point on after 1965, many provisions were added to the goals of affirmative action.
In 1969, the role of affirmative action was furthered into the craft unions and the construction industry, through a forceful plan called the Philadelphia Order (Steinberg 69). President Richard Nixon initiated it because he recognized the numerous violations and offenses of the equal opportunity laws by tight circles that controlled the craft and construction industries. All the blue-collar jobs were all paying sufficient salaries, due to the organized unions. America was a manufacturing powerhouse in the world market and along with it came prosperity. Until we reach the level of being colorblind, than we shouldn’t consider a class-based approach. America was about to experience something that will forever change its economic condition. In other words, a minority with lower scores shouldn’t be accepted to a school over a white applicant with better scores. At the bottom of the pyramid, representing the lower class and impoverished of society was the largest group. The high supply of immigrant workers drove down the salaries and wages. Class-based was also suggested by Martin Luther King Jr. 209 passed, Americans still believe that there should be some sort affirmative efforts to helping the disadvantaged minorities, just as long as race is not used. Many also immigrate to America because historically it’s the place that most people want to go and enjoy the freedoms that is present. It results that way because all their farmers would drop everything and seek higher paying jobs in the companies. This new type of thought began to be the main argument for changing the affirmative action based on racial preferences. I’m a firm believer of being accepted based on merit, but I know that sometimes the disadvantaged are the ones with lower merits.
The nicely organized pyramid that resembled our economical structure is now the shape of an hourglass. However, no one thought about all the white majority who were being displaced because of the influx of minorities in the schools and jobs that whites once went to and held.
