Concealed Weapon
Gun control has been a contributive issue for a while in the US history and each state has different views on it. It is not possible to make home-kept guns disappear in this society because this society has a long history of owning guns at home for various of reasons thus better laws on licensing the ownership of handguns should be carried out. This includes strict background check and mandatory safety and moral classes. Besides the licensing of the ownership of handguns, tougher laws on criminal acts ought to be carried out so that people will have better self control on the use of guns in wrong places. By enforcing gun control, citizens of the US will not lost the right to own guns at home provided by the unclear 2nd Amendment and greatly reduce violent related with guns. In ad
(National Center for Policy Analysis) As the result, along with the licensing of guns, tougher law that keep criminal behind bar longer could decrease crime rate regardless of the number of home-kept guns and concealed weapons. Gun control does not resolve the problems, tougher laws will help. Third, License would expire every 5 years and renewal is required. This is something that this society needs to think about. Williams in the book "Self Control Not Gun Control" stated that "personal responsibility, not laws and prohibitions, is the mark of a civil society". It sounds easy that anyone could get a gun in the matter of minutes and this made it convenient for those who thought of committing crimes. SB52 is somewhat similar to Texas concealed weapon laws which require background checks, gun safety course and application fees and it made a 20% drop in crime rate in 1999(Chronicle). In Texas, residents are allowed to carry concealed weapons but tough laws and prison sentences made criminal "think twice" or "expected punishment" by Texans. More prisons, keep prisoners locked up longer by 3 to 4 times then before, Texas resulted in 42% fall in crime rate compared to 34% nationally. Second, Require both written and hands-on safety test administered by certified Department of Justice instructors with additional fees. Bush viewed it that "it's people, not guns, that are responsible for crimes, and tougher enforcement of existing gun laws would be more effectiveKK", so does Professor Walter E. In the long run we hope to see more moral education given because gun is not the only problem. Current law requires gun buyers to show a driver's license or state ID at the gun store and complete a Dealer Record of Sale which is then forwarded to the state Department of Justice followed by a 10-day background check. Some buyers are also required to take a written test or watch a safety video prior to purchasing guns and most of the time these could be done right at the store.
