The 94th and 99th session of congress paved the way for the improvement of the sessions of congress that were to come. The veto, however, may be abused, an act that now many are questioning about Ford. Then, when recession became the Nation's most serious domestic problem, congress shifted to measures aimed at stimulating the economy. O'Neill was instrumental in bringing about the resignation of President Richard Nixon following investigations into the Watergate affair, and he instituted many reforms within the House of Representatives. The objective of the veto is usually to maintain a constitutional order by enabling each important office to protect its own authority, thus preventing over centralization, and constitutional violation. The 94th session of congress’s first goal was to curb inflation. Without congress vetoing military apprpriations during the 94th session of congress an increase in the volume of money and credit relative to available goods and services would have resulted in a continuing rise in the inflation causing high unemployment. Only Secretary of State Henry Kissinger, Secretary of Agriculture Earl Butz, and Secretary of the Treasury William Simon remained in their posts.
