It is used to manage people everyday but seems to be masqueraded, not as a scientific tool with the sole purpose to improve people as it once was, but as a statutory obligation to the population that they should be given the best opportunity, prospects, conditions and chance at developing and being healthy. This was recognised, in part, as a ploy to make people who saw themselves in later category to be more proactive and improve their character attributes so, when they did reproduce their children would have more 'agreeable' traits.
