Public and Private Schooling
The difference between public and private schooling is mainly based on three major factors: funding (what are the sources of funding, money for what), provision (who provides the services) and finally, control and regulation (who controls what). The marketisation of education in Singapore has provided its people with choice, greater diversity, competitions and many other various forms of marketing activities. Schools now have greater control on budgeting, staff recruitment and even the curricula. The marketisation of education has also increased the involvement of the private sector such as hiring foreign coaches or private companies to conduct classes. Competition among schools has generally improved standards in all schools and independent and autonomous schools serve as role models. The marketisation of education has also provided schools with increased autonomy and also greater competition. Marketisation of education has brought about various changes in the way we see education, most changes personally I find good rather than bad. The question is, " Is it fair?" Is it fair for parents to look for alternatives means of educating their children if they are not happy with mainstream schools? Is it fair for those who can afford to pay more, to get a better education? And is it fair to make schools compete?I have nothing against competition among schools as personally I find that it serves as a motivation for schools to strive to do better. So instead of a standard menu for every student, we can decide what and where we want to study and even whom we want to learn from. Schools also openly use marketing tactics to attract more students to their schools. However, there is the nagging issue of equality. The establishment of independent secondary schools, allowing various secondary schools to establish their areas of strength and also reforms of upper secondary and junior college to provide the opportunity for some students to skip the "O" levels, gives schools their individuality, thus providing greater choice and diversity. Schools adopt various strategies like providing a better learning environment for students in order to attract more students to their schools. A little competition is always healthy. Marketisation of education has provided us as consumers a wider variety and it also serves as a stimulant for educational innovation.
