World's population is increasing regularly and this increment in population causes some severe problems. Resources become insufficient, more health problems occur and above all crime increases sharply. Because economy is directly related to the population of the country, whenever the population increases more economical problems reveal and these problems lays the ground for crimes. Moreover, if statistics are carefully analyzed, it is easily seen that crime rates in Third World Countries are much higher than in rich countries which have less population. As a result of these, security becomes urgent and governments announce that everyone should carry on an identity card which is stable and convenient. Therefore, people should carry an Identity Card in order to deal with security problems and unexpected situations.
             Some people who live in small towns claim that there is no need to carry an ID card since everyone knows well each other in the town. Nevertheless, small towns are the places where people can commit crimes easily, because the majority of residents reacting others as innocent and illiterate people. Hence, when a crime occurs people don't get suspicious from anyone. However, if necessary information about crimes was recorded in accordance with people's ID cards, it would be easier to find the criminals than seeking a guilty person from a crowd which is thought as a group of both innocent and illiterate people.
             In some places, people who are well-known insist on that they do not need to carry an ID card all the time.
