The United States is growing frustrated with Russia and other members of the United Nations Security Council due to their reluctance to go along with plans to modify sanctions on Iraq. As a result, the Bush administration has decided to go along with the UN's plan to delay action for another month. The real problem with Iraq consists right here in the United States. There appears to be no way to really win the conflict and as a result, the United States appears divided on the issue. The reason for the divide is the fact that the American public will not be satisfied with anything short of severely weakening or removing Saddam Hussein. Another key factor to the division that surrounds the issue is the fact that few Americans are willing to pay the price of a ground war that would be required to accomplish the removal of Saddam.
             Currently, the people of the United States view Saddam as the biggest threat to world peace while the rest of the world views him as a merciless dictator who lacks the power to pose a true threat, nor do they view him as a man who is so suicidal that he welcomes the military threat that is stacked up against him. As a nation, the United States would view a restructuring of the UN's sanctions that would allow for better human rights and regulated weapons in Iraq as a failure. The reason this would be viewed as a failure is that Iraq would be opened to trade and tourism by the UN, which would increase their wealth and allow them to covertly develop weapons of mass destruction. All of this monetary and military success would result in an increase in the popularity of Saddam Hussein.
             Meanwhile, those who support the more aggressive strategy of ousting Saddam from power risk immediate exposure to failure.
