             Dr. Novak suggests that to actually use anthrax as a weapon takes more than one would think. To use anthrax as a weapon, it must be converted into a powder-like substance so that it can be inhaled. He says that Iraq only has anthrax in a liquid form, and that form is totally ineffective.
