Germany herself was undoing the delicate strings of diplomacy and alliance which she had so aptly tied. It was the reorientation of German foreign policy from diplomatic strength to military strength in the 1900's and 1910's that would create a situation, in the words of Tsar Nicholas Romanov 11, where "the fuel was piled high; pray to God nobody throws a match."6
             It was German policy which would pile the fuel and it was Germany, through her support of the Dual Monarchy during the summer of 1914, who would ultimately throw the match which would ignite the fires of war. The majority of blame for the commencement of hostilities must reside with the German Empire.
